Access to Health Care (Health Care Reform)

Personal Responsibility

Personal responsibility with individuals having an increased financial stake in their own health status and a financial involvement in the system to include meaningful out-of-pocket expenses (such as co-payment, co-insurance, deductibles, and premium sharing). A person's financial ability to pay must be factored into such policy developments so as to not implicitly shift the financial burden to the health care delivery system.
