Personal Responsibility
Personal responsibility with individuals having an increased financial stake in their own health status and a financial involvement in the system to include meaningful out-of-pocket expenses (such as co-payment, co-insurance, deductibles, and premium sharing). A person's financial ability to pay must be factored into such policy developments so as to not implicitly shift the financial burden to the health care delivery system. Employers, carriers and providers helping individuals become more aware of important variables in individual health care decisions, such as indications, costs, potential outcomes and risks. (Reaffirmed A-17)
